A driver at the Nairobi City Water and Sewerage Company must pay about KSh 7.5 million or serve four years in jail, Pulse Live Kenya reported. He used a forged Kenya Certificate of Secondary Education (KCSE) certificate to get his job at the utility.
Milimani Anti-Corruption Court Magistrate Celesa Okore found Kelly Gichuri Muiruri guilty on four charges. She delivered the judgment on October 29, 2026. The court found that his certificate showed a mean grade of C plain in the 2002 KCSE exam. In fact, he scored a D plain.
Muiruri was convicted of fraudulent acquisition of public property, uttering a false document, deceiving a principal and presenting a forged certificate. He was acquitted on a separate forgery charge.
Most of the money is compensation. The court ordered him to pay KSh 6,742,673, the salaries he received between November 2016 and December 2023. If he fails to pay, he will serve four years in prison.
He was also fined a total of KSh 800,000 across the four counts. He must pay KSh 300,000 for fraudulent acquisition of public property and KSh 200,000 for uttering a false document. Deceiving a principal carries KSh 200,000, and presenting a forged certificate KSh 100,000. Each fine carries an extra prison term if unpaid, according to Pulse Live Kenya.
The case began with an investigation by the Ethics and Anti-Corruption Commission (EACC). The probe followed a report that Muiruri had used a forged certificate to get the job. The EACC then sent the file to the Office of the Director of Public Prosecutions and recommended prosecution.
